Measuring Interoperability: Listening and Learning


PARCA eNews – July 1, 2016 – Following feedback from the Health IT community, the Office of the National Coordinator has pledged to simplify measurements for interoperability.

Writing in the HealthITBuzz blog, Seth Pazinski / Director, Office of Planning, Evaluation, and Analysis, and Talisha Searcy / Director of Research and Evaluation, Office of Planning, Evaluation and Analysis, ONC outlined their efforts to listen to stakeholders in Health IT in developing metrics for measuring interoperability.


Based on the feedback, they developed two criteria for measuring widespread interoperability that will:
  • Look at the proportion of providers who are electronically engaging in sending, receiving, finding and integrating information received from outside sources.
  • Look at the proportion of providers who report using that information for clinical decision-making.

The goal of the process was to avoid adding to provider’s reporting burden and reduce the complexity of data collection. To that end, ONC will rely on existing IT surveys by the American Hospital Association and the CDC. As these surveys touch providers across the country in a variety of practices and are not limited to the Medicare and Medicaid EHR Incentive Programs, which broadens the scope of measurement, and won’t add to the burden of reporting.
